On May 15th, the website of the Ministry of Industry and Information Technology released the "2019 New Energy Vehicle Standardization Work Points", proposing to establish a system framework that coordinates mandatory and recommended national standards for new energy vehicles, accelerate the construction of standard subsystems such as fuel cell electric vehicles and power battery recycling and utilization. The main content is as follows:
1、 Optimize the standard system and promote innovative development of standards
1. Continuously optimize the standard system for new energy vehicles. Establish a system framework that coordinates mandatory and recommended national standards for new energy vehicles, accelerate the construction of standard subsystems such as fuel cell electric vehicles and power battery recycling, and take the preparation of the "New Energy Vehicle Industry Development Plan (2021-2035)" as an opportunity to deeply study the trend of integrated development of new energy vehicles with energy, transportation, communication, etc., and continuously optimize and improve the new energy vehicle standard system.
2. Timely update the standardization roadmap for electric vehicles. Based on the current development status and actual needs of the industry, combined with the progress of ongoing standard projects, timely revise the "China Electric Vehicle Standardization Work Roadmap", maintain timeliness, scientificity, and accuracy, and continue to play the basic supporting role of the roadmap in the standard system.
2、 Research key areas to meet the needs of industrial development
1. In the field of electric vehicle safety: Solicit opinions on standards for post collision safety, charging connection safety, and functional safety of power battery management systems for electric vehicles; Complete the technical review of safety standards for fuel cell electric vehicles. Promote and implement the mandatory national standards of "Safety Requirements for Electric Vehicles", "Safety Requirements for Power Batteries for Electric Vehicles", and "Safety Requirements for Electric Buses".
2. Energy consumption field of electric vehicles: Based on the research results of China's working conditions and the fifth stage fuel consumption standards for passenger cars, complete the solicitation of opinions on energy consumption and driving range of electric vehicles, energy consumption test methods for hybrid vehicles, and technical conditions for plug-in hybrid passenger vehicles, and carry out preliminary research on energy consumption test method standards for extended range electric vehicles.
3. In the field of fuel cell electric vehicles: Complete the technical review of the standardized testing procedures for fuel cell electric vehicles, strengthen the testing and verification of standards such as low-temperature starting performance, energy consumption, and driving range testing methods, accelerate the formulation and revision of standards for on-board hydrogen systems, hydrogen refueling ports, hydrogen refueling guns, hydrogen refueling communication protocols, and carry out pre research on safety standards for fuel cell electric vehicles after collisions.
4. In the field of charging facilities and hydrogenation systems: complete the technical review of standards for conductive on-board chargers, electromagnetic compatibility of charging coupling systems, and initiate the development of standards for wireless charging systems, interoperability, and vehicle conduction discharge requirements. Based on the research on high-power conduction charging technology, promote the revision of standards such as general requirements for charging connection devices and contact charging systems for electric buses.
5. In the field of power battery recycling and utilization: complete the approval work of material recycling requirements, packaging and transportation specifications, disassembly requirements, and hierarchical utilization requirements for power batteries, complete the technical review of dismantling technical specifications for waste power single batteries used in automobiles, accelerate the development of discharge specifications and hierarchical utilization product labeling standards, and carry out pre research and project approval work for recycling and dismantling guidance manuals and design guidelines for hierarchical utilization.
3、 Strengthen international participation and enhance international influence
1. Deeply participate in the formulation of global technical regulations. Fulfill the responsibilities of Vice Chairman of the regulatory development working groups for electric vehicle safety (EVS), electric vehicle and environment (EVE), and fuel cell electric vehicles (HFCV) under the framework of the United Nations World Vehicle Coordination Forum (WP29), continue to participate deeply in the research and verification of global technical regulations such as the second phase of electric vehicle safety and hybrid vehicle power testing methods, and organize and host the sixth meeting of the fuel cell electric vehicle working group.
2. Actively participate in international standardization work. The system participates in the development and coordination of international standards for electric vehicles under the framework of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), actively organizes expert meetings for international standard registration, proposes international standard proposals, and continuously increases China's participation in international standards related to electric vehicle transmission charging, wireless chargers, and electric motorcycles.
3. Continuously strengthen international exchanges and cooperation. Using the established bilateral cooperation mechanisms between China and Europe, China and Germany, China and France, China and Japan, as well as multilateral exchange platforms such as APEC and the "the Belt and Road", continue to strengthen exchanges and cooperation in key areas such as electric vehicle safety, energy consumption, key components and charging infrastructure, and jointly carry out relevant technical research, testing and verification work to support the coordinated promotion of domestic standards and international standards and regulations.
