15 departments have issued documents! Key products such as lithium batteries will enter the era of carbon footprint management
2024-07-30

On June 4, in order to accelerate the establishment of a carbon footprint management system, form a green low-carbon supply chain and production and lifestyle, promote the development of new quality productivity, and help achieve the goal of carbon peaking and carbon neutrality, the Ministry of Ecology and Environment, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the Ministry of Commerce, the People's Bank of China, the State owned Assets Supervision Commission of the State Council, the General Administration of Customs, the General Administration of Market Supervision, the General Administration of Financial Supervision, the China Securities Regulatory Commission, and the National Data Bureau, jointly issued the Implementation Plan on the Establishment of a Carbon Footprint Management System (hereinafter referred to as.
The plan specifies that by 2027, a carbon footprint management system will be initially established. We have formulated and released national standards for carbon footprint accounting that are in line with international standards, formulated and issued around 100 key product carbon footprint accounting rules and standards, initially constructed a product carbon footprint factor database, established a product carbon footprint identification certification and grading management system, and made positive progress in the international connection of key product carbon footprint rules.
By 2030, the carbon footprint management system will be more comprehensive and the application scenarios will be more diverse. We have formulated and introduced around 200 key product carbon footprint accounting rules and standards, and established a product carbon footprint factor database with wide coverage, high data quality, and strong international influence. We have fully established product carbon footprint identification certification and grading management system, and continuously optimized and expanded the application environment of product carbon footprint. The rules for calculating product carbon footprint, factor database, and carbon labeling certification system are gradually being aligned with international standards, and substantial participation is being made in the formulation of international rules for product carbon footprint.
In terms of establishing a sound carbon footprint management system, the Plan proposes to release standards for carbon footprint accounting of key products. Priority will be given to key products such as electricity, coal, natural gas, fuel oil, steel, electrolytic aluminum, cement, fertilizers, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, lithium batteries, new energy vehicles, photovoltaics, and electronic appliances, and accounting rules and standards will be formulated and released. Develop carbon footprint accounting rules and standards for key products based on the principle of prioritizing group standards and gradually transforming them into industry or national standards. The industry regulatory department, in conjunction with relevant departments, releases a recommended list of group standards. Adopt industry standards or national standards for group standards with a solid implementation foundation.
The Plan also mentions actively participating in the formulation of international standard rules. Strengthen dialogue and exchanges with international organizations such as the United Nations Economic and Social Council, the International Organization for Standardization, and the World Trade Organization, and actively participate in the formulation and revision of international standards and regulations related to product carbon footprint. Guide industry associations and enterprises to actively participate in the formulation of specific international rules for product carbon footprint, enhance China's contribution, and strive to promote the development of international standards for product carbon footprint in fields such as lithium batteries, photovoltaics, new energy vehicles, and electronic appliances.
