5G acceleration, Ministry of Industry and Information Technology issues notice on promoting accelerated development of 5G

In order to fully promote the construction, application promotion, technological development, and security guarantee of 5G networks, fully leverage the scale effect and driving role of 5G new infrastructure, and support high-quality economic development, the Ministry of Industry and Information Technology has issued the "Notice on Accelerating the Development of 5G", which clearly proposes 18 measures in five aspects, including accelerating the deployment of 5G network construction, enriching 5G technology application scenarios, continuously increasing 5G technology research and development efforts, focusing on building a 5G security guarantee system, and strengthening organizational implementation.
1、 Accelerate the construction and deployment of 5G networks
(1) Accelerate the progress of 5G network construction.
Basic telecom enterprises should further optimize equipment procurement, survey design, engineering construction and other work processes, seize the construction period, and minimize the impact of the COVID-19. Support basic telecommunications enterprises to target 5G independent networking (SA), control the scale of non independent networking (NSA) construction, accelerate network construction in major cities, and gradually extend coverage to key counties and towns with conditions.
(2) Increase support for base station site resources.
Encourage local governments to include supporting facilities such as 5G network construction sites in national spatial planning at all levels and strictly implement them in regulatory detailed planning; When constructing, renovating, or expanding public transportation, public places, parks, buildings, and other projects, the deployment requirements of 5G station sites should be considered comprehensively; Accelerate the opening up of public facilities and social site resources such as shared electricity, transportation, public security, municipal administration, education, and healthcare. For regions with strong support, basic telecommunications companies should increase investment and prioritize 5G construction.
(3) Strengthen power and frequency guarantee.
Support basic telecommunications enterprises to strengthen their connection with power enterprises, and accelerate the transition from power supply to direct power supply for supporting facilities such as base stations and computer rooms that meet the conditions; Actively carry out green transformation of the internet and accelerate the application and promotion of advanced energy-saving technologies. Adjust the frequency usage plan for the 700MHz frequency band and accelerate the implementation of the 5G frequency usage license for the 700MHz frequency band; Timely release the frequency use plan of some 5G millimeter wave frequency bands, carry out the research on the special frequency planning of 5G industry (including industrial Internet), and timely implement the technical test frequency license. Further improve the coordination of interference between mid frequency 5G base stations and other wireless radio stations such as satellite earth stations.
(4) Promote network sharing and cross network roaming.
Further deepen the co construction and sharing of iron towers, indoor distribution systems, pole roads, pipelines, and supporting facilities. Guide basic telecommunications enterprises to strengthen coordination and cooperation, fully leverage market mechanisms, integrate advantageous resources, carry out 5G network sharing and cross network roaming, accelerate the formation of a network pattern where multiple networks coexist in hotspot areas and one network supports remote areas, and create a resource intensive and efficient 5G network.
2、 Enrich the application scenarios of 5G technology
(5) Cultivate new consumption patterns.
Encourage basic telecommunications companies to promote 5G terminal consumption and accelerate user migration to 5G through package upgrade discounts, credit purchases, and other measures. Promote 5G+VR/AR, live streaming of sports events, gaming entertainment, virtual shopping and other applications to promote new types of information consumption. Encourage basic telecommunications enterprises, broadcasting and media enterprises, and content providers to strengthen cooperation and enrich new multimedia content sources such as 4K/8K, VR/AR in education, media, entertainment, and other fields.
(6) Promote the innovative development of "5G+healthcare".
Carry out the construction of 5G smart medical system, build 5G smart medical demonstration network and medical platform, accelerate the application and promotion of 5G in epidemic warning, pre hospital emergency, remote diagnosis and treatment, intelligent imaging assisted diagnosis and other aspects. Further optimize and promote the excellent application of 5G in combating the COVID-19, promote remote physical examination, consultation, medical assistance and other services, and promote the sharing of medical resources.
(7) Implement the 512 project of "5G+Industrial Internet".
Create 5 industrial public service platforms, build innovative carriers and public service capabilities; Accelerate the pilot application of the vertical domain "5G+industrial Internet", and the construction and transformation of the intranet cover 10 key industries; Create a batch of "5G+Industrial Internet" intranet construction and transformation benchmark networks and model projects, and form at least 20 typical industrial application scenarios. We will break through a number of 5G key technologies that meet the specific needs of industrial Internet, significantly improve the industrial foundation support capacity of "5G+industrial Internet", and promote the integrated and innovative development of "5G+industrial Internet".
(8) Promote the coordinated development of "5G+Internet of Vehicles".
Promote the integration of the Internet of Vehicles into the national new information infrastructure construction project and facilitate the large-scale deployment of LTE-V2X. Build a national level leading zone for connected vehicles, enrich application scenarios, and explore and improve business models. Combining with the commercial deployment of 5G, guiding key areas to plan ahead, strengthening cross departmental collaboration, and promoting the inclusion of 5G and LTE-V2X as important communication standards and protocols for smart city and intelligent transportation construction. Develop and validate the 5G-V2X standard.
(9) Building a 5G application ecosystem.
Through platforms such as the 5G application industry matrix, various parties such as application demand, research and development, integration, and capital are gathered to facilitate the key links of 5G application promotion. Organize the third "Blooming Cup" 5G Application Collection Competition, highlighting the implementation of applications and cultivating innovative 5G application enterprises. Promote the development of 5G Internet of Things. Using innovation centers, joint research and development bases, incubation platforms, demonstration parks, and other platforms as carriers, promote the integration and application innovation of 5G in various industries and fields.
3、 Continuously increasing research and development efforts for 5G technology
(10) Strengthen the research and development of 5G technology and standards.
Organize research and pilot projects on virtual private networks in the 5G industry, bridging key links such as standards, technology, applications, and deployment. Accelerate the research and development of 5G application modules to support industrial production, wearable devices, and other large-scale terminal applications. Continuously supporting the research and development, engineering breakthroughs, and industrialization of key areas such as 5G core chips, key components, basic software, and instrumentation, laying the foundation for industrial development.
(11) Organize 5G testing and verification.
Basic telecommunications enterprises further optimize the procurement and testing process of 5GSA equipment, clarify the testing schedule according to the construction plan, and promote the accelerated maturity of related equipment. Continuously conducting research and development experiments on 5G enhanced technology, organizing more extensive interoperability testing of chips and systems, and accelerating the maturity of technology and industry. Organize and carry out millimeter wave equipment and performance testing in accordance with the national frequency planning schedule, and prepare for the commercialization of 5G millimeter wave technology.
(12) Enhance the support capability for 5G technology innovation.
Support leading enterprises in utilizing 5G integrated new technologies to create and provide common platforms such as industry cloud services, capability open platforms, and application development environments. Encourage the construction of relevant open source communities and technology bases to promote open application innovation. Accelerate the construction of 5G detection and certification platform, enhance testing, inspection, certification and other service capabilities for 5G systems, terminals, services, security and other aspects, and reduce enterprise research and application costs.
4、 Focus on building a 5G security guarantee system
(13) Strengthen the security guarantee of 5G network infrastructure.
Accelerate the construction of 5G key information infrastructure security assurance system, strengthen the network security protection of 5G core system, network slicing, mobile edge computing platform and other new objects, and establish systems and mechanisms such as risk dynamic assessment, key equipment detection and certification. Research on security protection guidelines and standards in typical application scenarios. Pilot the construction of 5G security monitoring methods, improve the security protection system for network security situational awareness, threat governance, incident handling, and traceability.
(14) Strengthen the security protection of 5G network data.
We will improve data security management systems and standards around 5G typical technologies and typical application scenarios such as Internet of Vehicles and Industrial Internet. Establish a dynamic assessment and evaluation mechanism for data security risks in typical 5G scenarios, and strengthen the application of evaluation results. Reasonably divide the responsibilities of network operators, industry service providers, and other parties for data security and user personal information protection, clarify the baseline requirements for data security in the 5G environment, and strengthen supervision and law enforcement. Promote data security compliance assessment and certification, build a sound technical support system, and effectively enhance the level of 5G data security protection.
